HTA Insurance Services has a long history of providing high quality insurance products and education, both locally and nationally, for over 25 years. The company was founded in 1982 by Harry Tashjian and his wife Debbie in West Chester, Pennsylvania. HTA began as a health insurance brokerage with a focus on providing agents with back-office support. In response to changes in the health insurance marketplace, HTA made the decision to shift its focus to Medicare and has been specializing in this industry since 1998.
A leader in the community and an advocate for their clients both locally and nationally, HTA will continue to contribute to the insurance industry through its sound core values of which at the forefront is, “To lead with heart.”
Leadership
Tracy Russo-Keesey, current owner and CEO, joined the HTA family in 1998 as a college intern. After graduating Magna Cum Laude from West Chester University with a BS in Finance and a Minor in Economics, Keesey continued to work for HTA. Eventually Tracy was offered the opportunity to become partner in 2007 after successfully developing and leading a Long-Term Care (LTC) Brokerage Division. During this time, she recruited and trained independent Financial Advisors to sell LTC and Medicare insurance. Tracy soon became acutely aware that Financial Advisors don’t want to sell insurance, they would rather refer their clients to a trusted resource to help them with their specific insurance needs. This led to the development of The Client Services Division (Retail Division) which still prospers today.
In addition to her work at HTA, Keesey joined The National Association of Insurance and Financial Advisors (NAIFA) in 2014. Here, she has been able to broaden her network of colleagues and clients, gain valuable continuing education pertaining to the industry, and has recently lobbied on Capitol Hill to promote favorable legislation for the insurance and financial industry. More recently, Keesey was voted in as President of NAIFA, which consists of more than 50,000 members in all 50 states, holding at least one local chapter in every state, as well as the District of Columbia.

Our history
HTA Insurance Services has a long history of providing high quality insurance products and education, both locally and nationally for over 40 years. The company was founded in 1982 by Harry Tashjian and his wife Debbie in West Chester, Pennsylvania. Current owner, Tracy Keesey, joined the organization in 1998 as a college intern with a passion for helping people.
HTA Insurance Services’ name originated as Harry Tashjian & Associates and later renamed HTA Insurance Services when Keesey was promoted to Partner in 2007.
In 2017, founding partners Harry and Debbie Tashjian retired, thus resulting in the full acquisition of the company by Keesey. Since her ownership, Keesey has grown the company from eight employees to its current status of thirty plus employees in the last six years.
Known for its strong wholesale division, Keesey sold this part of HTA to Ritter Insurance Marketing in 2020. Under the agreement, HTA continues to operate the Medicare, Life, and LTC businesses, thus allowing for the focus to be direct to consumer sales; Keesey’s true passion. This acquisition allowed Keesey’s team of independent Agents to expand their growth potential by using the vast resources and support that Ritter could provide.
In 2019, longtime colleagues and friends Al and Rochelle DiMatteo, of The DiMatteo Agency Inc., based out of Coatesville, Pennsylvania, approached Keesey expressing their desire to prepare for retirement and sell their company. After forty years of service to the local community, they felt that Keesey and HTA was the perfect trusted partner to whom to transition their clients. In anticipation of purchasing The DiMatteo Agency’s book of business, Keesey created HTA Property & Casualty Insurance, LLC. A short four years later, HTA officially acquired The DiMatteo Agency on April 14, 2023, allowing the company to expand their reach now offering home, auto, and business lines of insurance products.
The future for HTA is extremely bright as it continues to grow exponentially under the leadership of Tracy Keesey. It serves as a warm and welcoming environment for their employees and clients alike.
